Unknown Black Box

Unknown Black Box

So...I paid a shop to tighten my tilt steering on my 95 Z28 and picked it up as they were closing. On the way home I realized that my turn signals werent functioning. I tried to call them but they had already closed. I got home and took the panel off under the steering column and found the plug that they didnt plug back in. That when I stumbled across this black box under it. It does not appear to be factory due to the way it is wired in and also the way that the port is attached to the panel. Any ideas of what it may be???

If it only has the 3 wires labeled starter, power and ground and a good size relay my guess is it may be a theft deterrent box that opens the pick circuit to the starter solenoid. Probably needs a remote transmitter (fob) to activate and the port may be for code programing. Are those pluggable sockets labeled 1-12 and can't read the ones on top. Probably plugable options. Any manufacture names or model numbers on it. Is that J.B.I. on the circuit board. I would try to get it off before it breaks some day and gets you stuck.
