There are OBD-I scan tools available that will plug directly into the 12-pin OBD-I port on your 94. Only the 95's, with their oddball 16-pin OBD-II style ALDL connector, but an OBD-I PCM require an adapter plug, or jumpers as Shoebox shows in the link you posted.
Auto X-Ray made a reasonably priced OBD-I scanner, and you can find them used for under $100. There's also the ScanMaster LT1 that wires directly to the ALDL connector data pin. Many of the newer OBD-II scanners are also OBD-I capable, with the correct cable. Actron makes a few. Auto X-Ray makes some.
Then there's free software you can download:
TTS DataMaster (free for first 20 uses)

FreeScan (free)

Just get a cable from AKM Electronics.
