tunercat OBDII Tuner / WinFlash Help plz

Ok i have Tunercat's Tuner OBDII and WinFlash OBDII. Unfortunately the only laptop i have that has a serial port has Windows 98 on it with a 4 gig harddrive lol anyways my problems are this, im still waiting for my OBD_08 file for my LT1 VDF but when trying to just READ my ECM using Winflash it says that there is no responce from the converter. Now ive never used this before and its been sitting around and all i know is that its dirrectly connected through a serial port in the laptop and to my OBDII interface under the dash. The Tunercat OBDII converter has a light that is blinking red and does nothing else. What am i doing wrong? WHat am i not doing? Please help. I need this to work by tomorrow hopefully. Any help is appreciated. thank you.

have you tried this? go to setup, comm port selection, choose an availible port.

yes, i verifed the port in Device Manager (COM1) and went to setup and choose Port 1 - Available. (there is also port 2 or 3, cant remember which, i tried that too no luck). it says there is no responce from converter.

is the converter suppose to be solid or green light or what? whats next?

The blinking red led is normal and says the interface box is getting 12v from the ALDL connector. Is this the same laptop it worked on before? This may sound basic, but you do have the key on?

no ive never used this laptop before.

ive tried it with the key in ACC, i tried it on the ON...i guess i can try it started.

i wonder if my WinFlash OBDII is correct because i cant even open the Help for it, ive reinstalled it and same thing...

i guess im missing something simple

It won't work with the engine running. Key should just be in the run position. What version are you running? You can go here and download the latest versions.
