would this mod make the o2's see a leaner mixture and richen it? how would this effect vacuum also?

you shouldnt be opening it enough to really effect anything. i would just open enough to let the iac count within reason, it can handle the rest.

It is only for use when you change to a throttle body that needs the throttle blades more open at closed throttle and puts the normal closed TPS reading out of range. It is not a mod anyone else needs to do.
