I've got my %Change Rpm set to negative numbers like -3 through the rpm band (2800+) and its still over 950. I have svo 24# but set injector size to 26. What the what is going on?

Maybe you still need to lean it out a little.
Just my $.02 but, on a blown car don't rely on the stock 02's to lean it out too much. Get it on a dyno and really see what you A/F ratio is with a wideband 02.
I think that would be the safe way to go.
