i want to start programin my ecu but i need to know where to start/what to get. I have a 96 z28 lt1 i was thinking of auto tap for the dataloging but i dont know bout the rest
should i convt it to obd1 or keep it obd2.

It all depends on what you want to do and how far you want to go. If you are going to put a high stall on your car I hear many people have problems with OBDI and high stall converters. The way I look at it is, and may be wrong, that OBDI is cheaper because the only programmer that I know of for OBDII is LT1/LS1 edit, and that program is 500$+. Tunercat can be used with OBDI and that program is less than 100$ if I remember correctly. I myself bought the car with the OBDI conversion and have had no problems and tune the car regularly with tunercat using datamaster for logging.
