New to the reprogramming side of the house...quick question

Hey guys, I'm interested in getting into the reprogamming side of the house to save my self a little cash in the long run after installing mods and such...

My question is: Is there a program/device that I can use with my desktop to perform changes/edits? I really dont want to spend the cash on a laptop if I dont have to.

Any help/suggestions in this field are GREATLY appreciated. Thanks fellas...

You can move your desktop to the garage. There's guys that do it that way.

I don't think this will work in my case, since my garage is a community parking lot I live in an apt. right now... ...

But that's about my only option besides getting a laptop?

And hope someone else in the building doesn't unplug the PC while you're programming... (heck I would run a UPS if you were going to do that, just to be sure)
