Need help with TABLE in tunercat

The PE A/F % vs RPM table. What does this mean? Does it add or subtract a percentage of fuel from a total percentage? Or does it change to that percentage of fuel when it gets to that RPM? What I am asking is how does that table work? I also included my BIN file if someone could look over it and let me know if that table is ok that would be great! If you could maybe tell me any tuning tips for that file that would be great too. I SUPPOSSEDLY have a
383 bottem end, stall and shifter, exaust,CAI. I just wanted to have allittle more aggressive tune! IF someone could help me out step by step you would be a life saver!!!
Thanks
Shawn
