Question Is my motor running rich or lean??

I finished up my Lloyd heads and hooker LT install yesterday. Now tonight driving on the highway I noticed that I am running lean or is it rich. I cant decide because my O2 mV are hanging around .08x indicating lean but then if you look at the BLMs, they are 108/108 telling me the computer is pulling fuel. The integrators are pegged around 140 also indicating lean. This is only at 1600 rpm and 55 KPA so if I give it some gas the next cell up has BLMs of 128/126 with O2's and integrators flipping around like they should. wtf is the deal??

I do have idle PE mode set for 800 rpm with integrators min/max moved to 122/135 and an otherwise fairly normal heads/cam file in the PCM.

If you have an exhaust leak before the upper 02's it will make your o2's think the car is running lean and tell the computer to dump in more fuel to compensate. Check for leaks.
