How does PCM read speed?

All this talk about speedo's has me a little excited.
Anyone know how to use the road speed constant and instrument panel vss divisor stuff in the 93's DA3 definition file?
I've got a buddy with a 400 in his 93 and I'd like to get the speedo to read correctly as shown on datamaster if possible. Don't care much about the speedo in the dash.

I used a 9.8 for the trans gear (Lt1 edit will not let you do this)and 3.8 for the rear gear to get mine to read right with 4.11's and a 28" tall tire. Now I'm switching to 3.70's and I'll be changing it to 3.41 rear gear in the PCM to compensate for the 28" tall tires. The trick is to use 9.8 in the trans gear and then finding your effective gear ratio with the tire size you plan to run.

Too bad the 93 ECM isn't like that. All it has is road speed constant and instrument panel VSS divisor. Or something like that.

This thread is all I can find with a search for 'Vinedit'.
I have a file I want to flash to my OBD1 PCM with LT1_Edit version 2.2, and I need the VIN# to match the # of my license.
#1- Where do I download the 'Vinedit' program?
#2- How exactly does this work? I haven't done this before.
