Fuel tables in TunerCats

I know the Volumeetric effciency vs.RPM vs. MAP are the main fuel tables but which way do you adjust them to lean the car out? Or do you just adjust the %Change to A/F vs.temp @ WOT and %Change vs.RPM @ WOT to adjust A/F.

When you program the car is it just for WOT? Does anyone ever try to tune for other than WOT?

my understanding is that the %Change tables are just for fuel enrichment, whereas the VE tables are for standard operating conditions.
