Is ecm bad?

I installed a 96 lt1 Z28 into my 97 Z28. The computer and wiring was in the car when I bought it non running. I have everything hooked up and it will not start. New opti, new fuel pump 45 psi at the rails. The noid ights are not lighting. I plugged a scanner into the obd11 port and it's reading error in comm can not link...... Is it a bad ecm?

Check the cig lighter fuse to insure you are getting power to the ALDL connector.

i had an issue like that, car would run but wouldnt flash, sent it to PCM forless and got it socketed.

What happened was I was tuning and the battery cable was loose and killed it.
