No.

It simply means that you put the car on a chassis dynamometer (dyno) to tune it. You still need to have some sort of tuning software (LT1_Edit, TunerCat), a device like the MAF translator (sort of crude) or some other way to access the computer, or change the sensor inputs to the computer.

pcmforless, Fastchip, etc are "mail order" programs that attempt to alter your computer to match the modifications you have told then about on a standard data form. But there is no actual "tuning" on a dyno.
