No one can answer the question without knowing the basic info about your car - year, model, engine, trans and any major mods.

My car is a 2001, but why do you need specs? All 1996 and newer are OBDII so I believe all I need is a cable to connect my PC to OBDII. Dyno shops do this and I just want to know what cable and software I need.
You need tuning software that is specifically capable of communicating with the PCM you have, and accessing the file. A 2001 PCM is radically different for example than a 1996 PCM, and uses different software to tune it.
