While driving Ill let off the gas and once I do it feels like the car lugs or gets held back. It feels almost like its towing something.

I was thinking maybe closed throttle spark advance or IAC throttle follower vs MPH.

I did increase my timing throughout my 400-4000 tables but never adjusted my closed throttle tables. Could this be the cause?
