BTC29EAS Electrical Fault?

This test was done on a 1995 Formula. When it is in the loop it is fine. When it is out of the loop it hesitates. Any input would be great. Thanks in advance.
I had my wife write this while I was at work so I will clarify.
When you first start the car, it is fine with no ses. It seems that when it switches to closed loop, the ses comes on and the fans as well. The owner complained of hesitation which I am blaming on the opti.
I will tell him to check the fuse and then call the dealer to see if his car has been recalled.

It doesn't have anything to do with the recall. The problem most likely is rust/corrosion in the air pump. The pump will freeze up & blow the fuse, which sets the DTC. You can pull the pump apart & try to rebuild it, or just get a new one. Probably a lot of guys on this board have old working pumps sitting around...you might be able to find one that way.
You can just unplug the pump & put a new fuse in...the DTC will go away, but you won't have a pump.

I wasn't aware of the reason for the recall.
