Can somone look at my data logs? BLM's

I have tunercat for OBDII and Autotap for logging. I am trying to get my BLM's closer to zero.
It seem's I am running rich in a couple fuel cell and others look OK. Does anyone know what each cell controls? The O2's are only a couple months old and I cleaned the MAF with little change. Any suggestions welcome

The cells break down the engine operating conditions as a function of RPM and MAP (engine load). 01 is low load, low rpm. 15 is high load, high rpm. 16 is idle, 17 is coastdown and 18 is open loop "load" and default for fueling at WOT under some conditions.

There is a breakdown of the stock cell "boundaries" in my online scanner wirteup:

Thanks for the info Injuneer your write up is one of the best I have read and awnsered alot of my questions.
I am now wondering what kind of changes should I make to help with BLM's using Tuner cat.
So far the only adjustments I have made for fuel is lowering the values from 8 gms/sec to around 70gms/sec. This helped get my long term fuel trim (LTFT)
closer to zero but they are still split.
One other thing, I am using Autotap and the LTFT is labled in % I always thought a negative value ment it was running rich. Does anyone know if this is correct?

A "minus" sign means the BLM is pulling fuel out in response to a perceived rich condition.
