Is this Bad Programming?

I've tried researching like crazy on this topic but can't figure out a solution.

I had 383 built for the car.

Car was dynotuned with wideband and at WOT, seems to be running at the right A/F.

However, when cruising, the car seems to run very rich. I do not have a cat which would account for some smell... but my BLM's are very odd.

Using my Scanmaster
-> The Left BLM almost always sits at 160 or near it.... however, the integrator values move closer to that 128 mark except when I'm idling or decelerating.... they then peg at 160 or go even a little higher
-> The right BLM's are about 10-15 values lower than the left (ie. if the left is 157, the right will hit 145), however even the Right intergrator values are around 128-130.

I thought the short term intergrators were what controlled the BLM values... but this does not seem like the case with mine.

-> I have checked for vacuum leaks thoroughly and there are none.
-> No header leaks (I do have one near the cat... but after the O2's).
-> The 02's were purchased at the end of last year... and seem to be fluctuating well both on my scanmaster and with the programmer they are using (Tunercat I think)
-> I have 32psi injectors on the car... which have been programmed for... but stock pump

So 2 problems:
-> My BLM's are way off target
-> My Left and Right BLM's are considerably split with the Left adding max fuel most of the time

Is this a case of bad programming? Or am I missing something?

Normally the higher the number over 128 the leaner you are and the lower the number under 128 the richer you are. Sounds like you are smelling like you are rich, but the PCM is getting a false lean from somewhere and adding more fuel. You need to get that exhaust leak fixed regardless of where it is.

I understand about the false lean condition.... but the confusing part is that the short term Intergrator values seem to show me the car is running fine... whereas the BLM's are way off. Isn't there supposed to be a connection between the Int. and BLM's?
