confusing 70 nova ss starter problem!!!please help!!!!

ok so i installed a high torque mini starter on my girlfriends 70 nova ss. the car has a 350 4 speed w/ 11:1 compression and a mild cam...the original starter had only 1/4 of its impellor touching the fly wheel, and had no shims on it...so we bought a new high torque starter for it..the difference between the 2 are that the original(mini starter) was like a standard starter where the impeller is covered and has opening for flywheel contact...but the new one did not have this hood. the impeller already sticking out..so now the problem...after installing the new starter w/o shims, when you go to turn it over, it is not making contact with the flywheel at all...it is just free spinning.....its lined up in the correct holes and cant really be adjusted(except to change positon of the motor and solinoid)..also the flywheel appears to be fine and have no damage to the teeth..so i am confused, there were 2 shims that came with the starter, but i figured buy installing them it would just make the impeller farther away from the flywheel....please help if have any info....i'm stuck

fustrated and confused

Chevy has two different diameter flywheels. You had the wrong starter for the flywheel or the wrong flywheel for the starter.
