Ya Im with caveman. If it has points distributor go HEI. HEI should be around $30-50+wires. Disc brakes up front will be nice too. If you are trying to go fast you gotta be able to stop. I would stuff the 4 speed in but thats just cause I hate automatics
. First off though make sure the steering/suspension is all good and that bushings etc dont need replacing.

Getting your brakes, suspension and chassis setup done first will be one of the best improvements you make. You will be safe, and can enjoy you car much better.
New brakes, suspension bushings, and new shocks will be good. HEI ignition is cheap and a great performer. Also if you can afford new wheels and new rubber, this will improve tractiona nd handling soooo much.

All the suggestions above are great. However what is it you're trying to accomplish; style, performance, safety, coolness?
My '67 Chevelle had the stock 283-3spd. It only had a two-bbl carb, but I couldn't afford an intake carb swap at the time.
Does your car have the stock exhaust system? The cheap cool thing I did to my first car was put an inexpensive dual exhaust system on it. Nothing fancy 2-in pipes and turbos with the tips turned down at the rear axle. Even with the stock 2bbl and exhaust manifolds it sounded completely BAD AZZ!
After that I'd go with a disc brake swap... if you can afford them... then HEI.
If it doesn't have a 4bbl manifold and carb, then that would be my next swap.
Finally after that headers.
Now if looks are more important than performance... I'd just go with a dual exhaust setup and get some nice rims and tires and leave the rest stock.
Don't forget about the stereo system either. I'd do that before anything else.

If your wanting to invest $$$ into the car you have to know what you want to improve first.
Here's my story..
When I bought my Chevelle, the body was nice and had a great paint job. The wheels and tires were nice but average. The engine was slow and sluggish but load and enjoyable (duals with Flows). The brakes are all drums and the interior was in good condition.
I was happy with the apperance of the car so I immediately addressed the "sluggishness". I saved up and bought a new stroker motor that is pretty radical compared to a stock 350.
But if you are extremely limited on money then I suggest you get the car running as best you can and then eat "McD's dollar menu" items and "Ramen noodles" while saving your cash. Sounds funny but money doesn't grow an trees.
Make sure you have a good ignition system on the car. Give it a tuneup and enjoy the flowmasters.

Definately TUNE IT UP!! When I first got my 67 camaro it had no carb gasket, intake leaks exhaust leaks and the fuel mixture was all retarded (That is definately a technical word for it) After fixing all the cheap problems, the speed difference was surprising. you never know how stupid the person who owned the car before you was. I would definatly look into front disc's. They are actually easy to come by. For a 71 chevelle discs off any 67-69 camaro 68-72 nova and 64-72 chevelle will bolt directly on. The only hard part is matching brake lines to the master cylinder, make sure you get all the old solid brake lines off the doner car. You can use a flaring tool to match the lines to all the fittings.

On the safety front I'd be sure that your front end is in good shape and consider a drive shaft safety loop. Check the u-joints and make sure they are good. Modify your car methodically and buy the "how to hot rod a small block cheverolet". You can buy that book used and CHEAP! The engine, induction, exhaust and drivetrain need to function in concert so make sure your mods all work together properly! Also find a good speed shop to give you reliable advice. That way you'll do things right the first time. No point spending hard earned $$ on parts that don't work well together!!
