Wattage handling has NOTHING to do with the quality or loudness of a speaker...
Wattage handling is more of just a thermal specification more than anything else; most people don't realize this. Infact most speakers can't handle their "rated" wattage without distorting horribly, yet alone getting into the whole enclosure effect on power handeling...
ED has gotten their act together and is shipping in a very reasonable time now, especially the K-series... the A-series is doing better as well on shipping..

Best is a relative term, everyone has a different opinion.
I'm a fan of the Hifonics Brutus series, (I've got 2 1500Wrms ones waiting to be installed). You can pick up a BX500D off ebay fairly cheaply. It's a good quality amp that will power that sub nicely.
Any "brand" name should work, But I'm more of a guy who goes for quality Vs "known brands", I find better quality and sound from a lot of the smaller unknown brands: Ex: Elemental Desigs, Resonant Engineering, and Adire Audio.
