Well obviously anything is bad, if not done properly. The statement you implied was "under-powering is bad", rather than saying "improperly powering a sub is bad." If you under-power a sub properly, there are no issues at all. If you have a sub that isn't getting as much power as you like and improperly crank the gains up on your amp -- then you will begin to see clipping/distortion....not due to the fact that it is underpowered, but because you are trying to get more out of the system than it is capable of.
So rather than saying "under-powering is bad"...look at it more as just something that may prompt someone to improperly power a sub (or whatever).
