Only the COT cars will have that. Next year NASCAR's plan is implement the car in 15 races at various tracks to get real race data on the package. Then for 2008, the COT will be rolled out in full force for the entire season.
NASCAR will hand out the spoiler to teams as they unload their cars off the the trucks before they go thru initial tech inspection, and they will supervise the installation to meet rulebook specifications.
In addition to the new wing and front end, this is what is changed on the COT from the regular NASCAR race car of today:
Windshield is more upright
Front end is higher off the ground
Greenhouse overall is larger so drivers have more room in the car to get out in case of an emergency.
The driver's position has been moved over a few inches from the left side to enhance driver safety in case of a hard impact on the driver side.
The car is wider overall so that it creates more drag.
The front end features a touring car type splitter that is adjustable to a teams preference.
Overall, the car is taller.

I don't doubt that it has a real aerodynamic value to it, but it sure does look like something you'd find on the back of a Civic. Oh well, it will be interesting to see how it performs. I wonder how many times somebody will cry unfair because of the new designs.
Its a shame you as well as Many other will/do think that, because touring car series have been using that same wing much longer than the posers have been hoisting them on their fast and furious shoping carts.
You are correct, I forgot all about that. I guess it all comes down to imitation. I always thought that they were trying to imitate the touring cars' exhaust note with their fart can mufflers to be honest. I don't know why I never thought about the spoiler.

Production/prototype racing is where its at. If I wanted to see 50 of one type of car run, I'd go watch a spec Miata or an old Neon challange race, at least they don't pretend to be different cars.
Already doesn't. All the Ford teams run Roush/Yates engines. All built in the same shop.
Some of the independent teams though still build their own engines and dont have a Roush/Yates combo. Also NASCAR is looking into limiting Toyota from its current engine leasing program and make them open it up to level the playing field, which surprises me, because as much as Brian France loves money, I'm sure Toyota would pay him enough not to crap in their bed.
According to what Toyota/TRD said when they decided to enter Sprint/Nextel Cup was that they were going to basically only help the teams get "established", and not continuously truely factory back (unlike Dodge, except with B.D.R.) them like they had done previously with the Craftsman Truck Series teams. After helping the teams develop the Camry into a race ready product, it is going to be up to the associated teams to continue onward. Toyota/TRD in HighPoint N.C. will continue on with engine development, wind tunnel assistance, and such. But it is still going to be up to the teams for building, testing, and paying for the majority of everything.
