Clearly having a sharp pointy object protruding from the front of car is gonna do a lot more damage and it seems reasonable to do something about that. I bet that legislation started the automakers using the hood ornament on a chain, the ones that fold flat if you put little weight on them. Those old Cadillac crest and wreath jobs could mess you up pretty good too, with those pointy wreaths.

Any hood ornament or emblem that is to protrode from the surface must be "spring-loaded" so as to deflect or give-way under light load.
The Lincoln TownCars kept these until the early '90s... ornament
