The idea of paying sales tax on the rebate is what irks me. For instance, 9% of $4,000 is $360. Why should I pay $360 of tax on $4,000 of my own money?

Marketing , Marketing, Marketing. A lot of people fall for the jewlery store pricing, Mark it up high, then have a huge "sale". People like to think they are getting a deal. This sales tactic has proven to work, If it didn't work GM would have dumped it long ago.
Yeah, and the incentives have lead to a downward spiral in resale values.

$22,600 is a good price, The Impalas look good with the 17" rims. They are fairly quick too, In the last MotorTrend test they did the 1/4 in 14.7
If used 2004 Grand Prix GTPs are retailing for $19,900, as they do where I live, you can count on them having a wholesale value somewhere between $16-17.5K. The Wimpy SS should be a bit weaker in resale, so it looks like a stupid buy new at $22,600.

When it comes to heavily rebated domestic cars (which is just about everything these days except for the 300C), the depreciation is just about as rapid as the 1/4 mile time.

I'll take a 94-96 Impy any day over the new ones. Dont get me wrong I think the 04 Impy is a good car, but I just prefer the older ones more..at least until the Rear wheel drive ones come out in a few years (hopefully)
