If it's going to be mostly dragstrip and other straight line zero to ?? running, then by all means, and you'll probably want to use the lower holes if you have a choice. At the cost of it feeling "loose" in hard cornering and more likely that you'll get brake hop though.
If handling is the priority, then the answer is "maybe". IOW, only if you need to lower the axle end to get the LCA's horizontal. Most likely this will be only if you've lowered the rear with shorter springs or if it's dropped a bit under the weight of your sound system.
In any event, weld them on, either by getting the weld-on's or by welding up the bolt-ons after making sure that they are aligned correctly. If you're not familiar or comfortable with this kind of work, better farm it out. Your rear axle alignment depends on it. Preferably bring it to a shop that has some experience in race car fabrication (as opposed to a muffler shop simply because it has a lift and a welder). Ought to be enough places that have circle track or back-halved strip car experience out your way to choose from.

If you buy the bolt ons, yes you could easily do it yourself. If you use locktite I'm not sure you'd want to use red, ask him for an opinion perhaps, you can always have it welded on later down the road.

You can do weld ons, somehow I thought you were doing this yourself, most people dont have welding equipment, and if they do they usually are used to welding and I figured wouldn't be asking about this stuff
And the reason for not using Locktite red is that if you ever wanted to remove them you'd need to use torch heat to break the anaerobic bond in order to loosen the nuts. If you didn't ever want to remove them, you might as well have welded them in the first place (once they were correctly located).
