do i have to buy anything else to put them on ????

Are your Hals setup for coil-overs? I thought they all were that way? The springs are available cheaply for $36 through Summit if your Hals are setup for coil overs.

The front hal shocks are set up for the coilovers, but i don't want to have to buy the hal springs, couldn't i just use the eibachs that i currently have ?
and if so what would i have to buy to make them work?

If they are setup for coil overs the spring ID is 2.5", not 4th gen Camaro size. You can't use 2.5" springs on a car setup for 3.5" and vice versa (I forget the 4th gen base/top dimensions offhand). If its setup for a coil over, you need coil over springs in the correct size, most of them are 2.5" ID but I've seen both smaller and larger, I assume the Hals are 2.5", other sizes are rare.

The 4th gen size is not even the same top/bottom, you can't use 'em. You dont have to buy HAL springs, buy any coil over spring in the recommended lenght, 10" I'm guessing?

Summit has them for $36 each, if you dont see the rate listed that you want call them, they have more.
