whats the widest tire you can fit on a 97 ta

This can't have a direct definate awnser really because of the tolerances in the manufacturing of these cars. You also have to take into account wether the car is lowered or if you have intentions of lowering it and also if you plan on buying the necessary suspension mods to lower it right if you decide to go that route.
Youcould without a doubt fit a 295 tire in there. I've never heard of those rubbing on a stock height car, occasionally without a panhard rod you hear of a 315 fitting without anything done, lowered you almost never hear of a 315 fitting without some modification (beating the hell out of) the fenderwell, or a panhard rod, or both.
Personally I had to do both a phr and a little massaging.

Well I just had the tires mounted and they fit fine. I had a little rubbing when I made a hard right turn; however, and this will be fixed when I roll the wheel wells.
My car is lowered 2", I think this tire would fit without rubbing if the suspension was stock.
