Are these scratches fixable?

Are these scratches fixable? If so, whats the best way to go about it?

Can you feel them if you take your fingernail and rub across them?? (I'm guessing yes) If so then everything I've ever been told is they need to be sanded out and repaint...

I've heard others mention that the Langka Paint Repair System works but I've never actually seen it or tried it

One paint guy I know said that if you can rub some spit on it, and the scratch disappears, that it can be buffed out. If not, then it's going to require paint.
