Rust Spot

I've been ignoring it for long enough, it's time to get it fixed. I have *sniff*... a rust spot.

See Pic 1

(My thumb's there for a size reference... I know to keep my fingers out of pictures. )

I want to know how to keep it from getting worse until I can get the whole thing repainted.

Unfortunately, when I was looking at the fender, I also noticed a paint 'oval' where someone has done a crappy paint job in the past.

Look at this shot. High-Res I've provided a nice circled version if you're having trouble seeing the area I'm referring to. Also High-Res

I'm not as concerned about the big paint area as I am the rust spot, though it would be nice to know if the two are connected in some way. I knocked on the fender, and did the magnet test, and it gave no indication of anything other than metal there. Any thoughts?

I had to go look... it's a rock chip. Unfortunatetly, It will probably end up rusting too.

Edit: If you're looking @ the two big images, you'll see marks on the side where the bumper wraps around. That's where this all started. Some body hit-and-ran me while I was at school in the winter, and I didn't see it until I got the salt washed off the car. I haven't gotten it fixed yet, because it's all just paint damage. This one spot has just decided to take it a little further.
