Removing fine scratches from side windows?

Is there any way to do this? I'm not sure what it is exactly that is leaving these fine long scratches... you can tell its happening when the window is moving down or up. They weren't all that noticable until I put some tints on, now they stick out. Can these be removed without replacing the window?

When the window is all the way down, no... but when it is partially up, yes.
