Paint Question?

The new GM front fascia and fenders came black. If a car was being painted red, would the new parts need to be primed before painting?

The front fascia just has lack of paint, doesn't need primer, as for the fenders they need primer.

If they are both black, then why would one need primer and not the other?

i am not a paint guru, but, i thought primer was something you put on a fender, panel, etc. to insure the paint had something to adhere to. so, irregardless of the fact that these parts were black, they should have been prepped. just my non-guru .02
