I found a chart here
https://paintref.com/cgi-bin/colorco...on=yko&rows=50

It says WA- U146A on the sticker in my glove compartment. The closest thing on the chart is WA146A, which is Bright Teal.

The “U” means “upper exterior paint color”. It's for the location of the color, not the color itself. That's a vestige of ye olde days, when it was not unusual for a factory paint job to be offered as .“two-tone” = different upper and lower colors.

The main problem I want to fix is some spots I made when I tried cleaning some tar from a tree off of the car using a buffing wheel on a Dremel tool. After I used the buffing wheel I noticed that I left some spots with small scratches with a dull color on the hood of the car. You can notice them up close. I thought about getting a pen like this to try covering them up.

OK, thanks for you help, everyone.

37U is GM paint code WA146A, so still Bright Teal Metallic (Firebird color name: Dark Aqua Metallic). There's often a letter thrown in toward the beginning like a U or an L just to add some confusion. Like Injuneer said, it's a remnant from the two-tone days of the 80s and whatnot.

Touchup paint (whether it's a pen or a nail polish brush) on metallic paint usually makes things stand out a bit worse. Metallic lays in a certain direction from being sprayed, so unless you're extremely experienced with using touch up paint and doing steps beyond just globbing it on, you'll have a hard time not making it very, very obvious that you applied touchup paint. It'll usually look quite a bit darker (from your car's ~25 year old paint fading in the sun for 25 years) and even if it doesn't suffer that annoyance, it'll still end up looking like a glob of paint on top of the rest of the paint. That problem is not as obvious on non-metallic paint colors, but it does still stick out as a glob or line of paint much taller than the rest of the paint. I suck at wet sanding and have only managed to make things look worse, so I wouldn't suggest doing that when you're done adding a glob/line of paint either. I've used quite a bit of touch up paint over the years, and it has always been an eye sore except on the edge of the '02 SS's door.

Even professionals who spray new base coat and clear coat can't usually get metallic colors to have the metallic lay in the same direction and look the same as the rest of the car, which is why it can be so easy to recognize cars that have had previous accidents and paint work. Usually the door (or whatever was replaced/repaired) looks a tiny bit darker or lighter than the rest of the car, and that's why they often "blend" by feathering the paint out to try to compensate for how it doesn't match perfectly. It's the same reason why GM didn't allow every single color to be applied to Camaro RSes, SSes, and similar Pontiac Firebird models with Mystic Teal and some other paint colors. It's because it was a lot of trouble with certain metallic colors to get it to not look obvious that the ground effects or replacement hoods & spoilers were painted at a different time from the rest of the car.

When you used a Dremel buffing wheel on the paint, did you notice the paint color on the wheel? If so, that would be an indication you have burnt through the clear coat and that is what is causing the dull spots. A clear coat touchup may be a better solution. Without seeing the spots, it would be hard to say.
