Yes chrome wheels will chip if you don't take care of them. But if you clean them regaurly, don't drive them through snow winters, or accidently curb them, they should be fine and hold up for years.
As for price that can vary somewhat. Finding a shop to dip your rims may be hard depending on where you live. Here in Indiana, I can't find anyone locally willing to redo my chrome salad shooters and I am probaly going to have them haved to be shipped back out to Rksport in California! I would expect to pay atleast $125 a wheel though for a quality finish.
With that being said, I'd just pick up a set of brake dust covers if all you're worried about is keeping them cleaned. Getting them chrome dipped isn't going to make cleaning them that much easier IMO. Keeping any type of rim clean of brake dust is a PITA on any car.
