WHat is clearancing?

What exactly is done in the process of clearancing?

I plan on using Manley 4340 rods... on a 383 setup... should I have any issues with my 236/24X cam?

Are you asking about clearancing in general or just rod to camshaft clearance?

Manley rods are pretty good with clearing the cam, the block will need to be clearanced though, basically you mock-up the motor with the crank in place, start putting in piston/rod assemblys and rotating them, mark the spots where they hit at the bottom of the bore and on the pan rail, the break out the die grinder. I like to see a minimum of .080" clearance between rotating parts.
