two questions, oil, i think, in exhaust, whats it mean? next..

oil being in exhaust i mean lil splatters out of the tips, i think its oil not 100%, its black, and #2 i took my oil filler out and theres a really faint smoke comin out whats that mean? wouldnt notice it unless you where staring faint , not like black black poofing bellows or anything

Are you sure it's not water coming out of the exhaust?

Maybe place a sheet of cardboard on the ground beneath the exhaust tips
and have a better look.

As for the "smoke" out of the filter- it's most likely normal if it was removed hot.

I also didn't make that clear enough, it smokes while its running (the very faint smokecomes out w/ the filler off and the car running) not a black smoke MAYBE a blue, def. not black

You might want to add some info about the year of the car and the specific engine. It's really hard to help without some basic info.

Vapor coming out of the oil filler pipe may be the result of a failed PCV system, or it may be a sign of excessive ring blowby.

383 forged lt1 with a 230/236 cam..not sure if its vapor or what, how would i check the pcv valve to see if it was bad or not

Sorry, I misread that to say "oil filter".

Fred probably nailed the issue to be faulty PCV.

Check the vacuum hose(s) for cracks, tight fitting on the ports.

For the price of a PCV valve, it's probably worth changing if you haven't already done so.

im not sure if its water or what, i know there is alot of water with it, its like water then the black in the center of the splaters, but when it dry's its like a powder, so im thinkin its water + exh residue possibly?? whats water in the exh mean?

The black deposits are likely carbon residue.
