Question Abour RWHP

If an engine known to produce 200 hp at the flywheel only shows 150 hp at the wheels, we know there has been a drivetrain loss of 50 hp or 25%. Why would connecting a 400 hp engine to this drivetrain cause a 100 hp or 25% loss? Seems to me that the drivetrain loss should be a fixed value, not a fixed percentage.

Could someone explain this to me?
