4-7 swap

Is this a good idea? why ? what is to be gained doing such a thing?
If i have to order a reduced base circle cam,. is it a good idea to order it with the 4-7 swap?

You might see a difference on a dyno. It should make the same amount of power as an identical normal cam but it costs a lot more to buy a 4/7 swap cam. Theoretically it changes the stresses put on the crankshaft when the pistons are on the power stroke. Unless you have an 8000+ rpm race engine, you probably won't notice any difference in performance.
