Fuse is fine. blinkers and high beams work.

any other ideas. and how to find and fix problem?

turned it on in morning to clear dew from glass and it got stuck up.

I would start with a prayer,then recheck the fuse,and make sure that the wires to the wiper is pluged in they may have come loose. If this doesn't work you didn't pray hard enough and you'll probably have to pull the wheel and replace the switch.
