I just changed a complete harness on my 91 and not sure exactly where it was exactly from factory, but should be on passenger side near ECM, the Vats module has a 16 pin plug on it, I by passed mine so its not there any longer, if you ground the black with yellow trace wire where it comes out of the start enable relay on drivers side, you will bypass the vats, and energize the start enable relay.

When you ground a wire, just find some bare metal thats attached to the frame. Most ground wires are black, so you could just follow a black wire and ground it where that was is....Most bolds that hold body panels on are grounds, the bracket for your alternator in a ground....The negative battery terminal is grounded (I wouldn't recommend using that though). Hope this helps.
