new motor startup problem

hi,

so i am struggling to understand my current problem. So I thought I could get some insight from fellow iroc'rs.

i have a new motor and i am having a terrible time trying to get her to turn over.

1. I have tested my fuel pump with the 5 times before starting and than crank, no turn over, she sometimes starts but does not turn over, she will even backfire occasionally.

2. fuel pressure reg is new.

3. at idle fuel pressure is 33psi that is if i heat the block up with a 150,000btu heater and she turn right over.

my question is, i only have like 50 miles on the motor.

So maybe new motors are just hard to get going?

...i hook the car up to a battery charger to keep from killing my battery when i try to get her started. The average temp is 15 degrees to 25 degrees when i try.

am i hurting the new motor by cranking it?

when she does turn over.... she come up with alot of smoke.... and i bring her to 2000rpm or so for about 20seconds and than down and back up maybe 2 or 3 times and than she idles out and runs nice.

thanks for the help.
