Heated O2 sensor questions

I would like to discuss heated O2 sensors. First off, besides going in and out of open loop what type of readings with a scanner would you see for the O2 milivolts? I know the car would run rich but would it make the milivolts dip into the 0 range sometimes?
Next, I was thinking about my heated O2's. I had mine done by the same guys who welded the bung. I noticed that they connected the 2 power wires together and connected them to the top ignition fuse, there's 2. The 2 ground wires were connected together and grounded onto the ac compressor. I'm aware this was done all wrong so I'm curious to know if this could be one of the many reason I'm having drivability issues.
I'm thinking the 02 sensors arent heating up properly and or it's drawing to much and taking away from the power needed for the ignition. I no longer have a air pump so I may connect a O2 power wire there. What would be another good place for the other power wire?

o2 sensors have a range from .1 to .9 volts, thats 100 to 900 millivolts
they only produce a voltage at temperatures above 600 degrees F
heated o2 sensors reach operating temperature much faster

the 2 ground wires grounded together at the ac compressor isnt exactly recommended but it is fine, the other two wires should definately not be wired together in an obd 2 car, an obd1 car may have 1 or 2 wires, (no heater) but even so, the voltage produced by the o2 sensor should go to the computer, not an ignition fuse
