free mods??

port the upper plenum. smooth the EGR "bumps" just behind the TB, and smooth out the transitions to the runners.
bump the timing up a few degrees and run premium gas
drill some holes on the outside of the thermostat to run cooler
weight reduction
remove the air pump
gut the cat
remove the muffler
cheap mods:
better coil
airfoil

...dont drill holes in your thermostat... A) someone might mistake that for the thermostat housing and blow up the motor, and B) they make 160* thermostats for that, your cooling system wont function properly if you have holes there....
outside of that do what he said, he has good points, porting can get stock components to flow like aftermarket when a pro is doing the porting.
other points....
but if you have a mechanical advance in your distributor go to the auto parts store and buy a cheap advance kit, you'll see the most power there for like $10 max
for just short small bits of power (like at the drag strip) throw a bag of ice on your intake manifold,
other stuff
-gut the cat, or cut it out and put in a new exhaust tube in it's place, or
-better yet replace the cat with an exhaust cutout for like $30 at summitracing
-anything connected to the smog pump remove, anything connected to the air conditioner remove, and remove both the a/c compressor and the smog pump, about 10-20 hp right there,
-power time the thing (crank the timing with 93 octane til it pings)
some cost-
replacing air cleaner, plug wires and spark plugs is always a good idea along with a new high voltage ign coil, this stuff alone on my buddy's 80 vette knocked 4 tenths off his 1/4 mile ET
