engine swap fuel pressure

I have an 88 camaro, I removed the 2.8 FI and put an older carb 350, now I'm having fuel pressure problems. I put an electric pump inline and disconnected the in tank pump, but not getting steady fuel pressure. Will fuel not pass through the in tank pump? How do I resolve? Do I have to remove the pump in the tank? any help greatly appreciated..

you will have to remove the tank, or cut floor above sending unit, and get to pump that way.
