Code 13

I'm working on my friends 89 camaro iroc.
we just replaced the o2 sensor and it's comeing up with a code 13.
witch is an open o2 sensor circuit.
any ideas on what might be causing it to set the code?
it's a new bosch.
I was told that they were having a problem with the bosch o2 sensors.

did you clear the ecms memory of the old code after the new install.

yep sure did the last code before I reset the ecm was a 44 or a 45 rich or lean condition too long.
so I replaced the o2 because we had no idea when it was changed last.
reset the ecm after and got the code 13

You might have a bad wire to the ECM. For this you will need to hook up a DVOM to the O2 sensor wire to see if you are getting feedback. If you are, tap further up the line past the connector. If not, you have a bad connector. If so, you might want to tap it a tthe ECM itself to see if it si broken somewhere you cannot see.
