The answer to this question is no.
Sitting Bull is correct that the distance you move your hand on the wheel will be less, But the ratio will be unchanged because the wheel will still turn the exact same number of rotations lock to lock.

So basically.. since you have to move your hand LESS: the tires will turn in whatever direction, while moving your hands less than you would with the stock steering wheel. Am I correct?

So I would like to think it is safe to say this will increase your handling.. since you wont have to move the enormous stock steering wheel so far; and by using a smaller wheel, you move the wheel less. correct?

It is the equivelent of changing your steering box ratio in its effect on steering and handling. If you want an even larger jump in responsiveness go to a 12" steering wheel. But I find a 13" Grant wheel on my Sport Coupe's standard steering box to be very comfortable for me. The smaller the wheel the more effort required to turn it. But it is nothing major to get hung up over.

I had an aftermarket wheel on my '92. Definitely made the steering quicker. It was a 12" or 13". good bit smaller than stock. Ratio stays the same but since the distance your hands travel is less, it takes less time to move them which IMO, makes you handle better.

Ok, thanks everybody! That is what I was kind of figuring. But one more question.. if it is so effective to get a smaller wheel to increase handling, why does not everyone change their stock wheels?

Lol, well, my Z's wheel is quite enormous compared to my dads '01 Impala Interceptor.. but I know the old ones are even bigger
