well there is no definative answer for your question.
the main problem you'll have is that the TPI system on that engine is very limited in performance above 5000rpms. and most big cams will peak much higher than that.
does he have all the boltons to support the cam? how bout heads? headers? torque converter?
give us a hp goal and we can probably give you a MUCH better idea on what to get.

Side note, I love when people reiterate L98 350 TPI. Yeah. Once you said L98, everyone knows it's a 350 with TPI on top. There's no reason to keep talking. Although if you were to continue, you forgot B2L.

get a nice fat RV torque cam
take advantage of the torque building ability of the TPI, as well as the low rpm range the TPI is limited by.
a cam that peaks at 5000 would be great since the TPI falls on it's face right around there.
