What's your pressure at idle in gear. It should be at least 80 psi. If not then your t.v. cable is probably stretched and an adjustment will not help. Try pulling the cable through and adding a small split shot sinker or zip tying a tie wrap before the crimped stop on the end. This should take about 1/4" away from your cable and tighten up your shifts. If this helps then replace your cable or leave the "band-aid" in place. There isn't anything in common in 2nd or 3rd other than your forward clutch. If this was bad then all gears would slip, even manual gears. Good luck.

My 88' caprices 700R4 always had that issue since it was new. After a while you just get used to it. sometimes i would just leave it in 3rd, drive so it wouldnt sloppily shift from 3rd to 4th and back.
