That is obviously an option, but it is also extra cost on top of a brand new car you just bought.

On top of that, there ARE places that dont need snow tires, btu get light snow... if an area gets a few light snows a year, that doesnt justify purchasing snow tires and a second set of wheels, at least to me.

And, FWIW, when I had my 99 Z28, I used snow tires and do appreciate their value in certain weather conditions.

In the end, all-season tires should at least BE AVAILABLE from the factory to avoid this hassle and extra cost.
