I was looking at the option list on Chevy.com and noticed a side note on there:
"When (WRS) RS Package is ordered, fog lamps act as Daytime Running Lamps."
I never saw this stated before, I was assuming the halo lights would be the daylight running lights.
I guess then the halos will be the first click on the headlight switch.
Not a big deal but sounds a little strange.
I know the Malibu I drove had automatic headlights.
I guess the Camaro will have that too.

The halo's probably aren't bright enough to be considered DRL's. I'm guessing they come on with the parking lamps.
I'd hope that there are at least 5 functions on the Camaro's headlamp swtch: OFF, parking lamps, headlamps, AUTO, and pull for Fogs that also operate in parking lamp mode.
A lot of modern cars have no park-lamp feature at all (they only operate with and when the headlamps are ON, and the fogs cannot operate unless the headlamps are on as well.
The RS comes with HID's, no? I'm surprised that GM isn't using the HID's as DRL's. Not many Chevrolets come with HID's, so I'd think it would be a signature appearance item. VW does this with the GTI/GLI, and I think it's kind of neat.
I'd also settle for bright orange signal markers as HID's like the 4th Gen.

There is no way to turn off the DRL's/headlights in newer VW's unless you buy the European headlamp switch and make a programming change.Reminds me of the night I took my '97 Camaro to the drive in. Someone threatened to throw their soda at me if I didn't turn off my headlights, so I had to engage the parking brake just slightly to get the drl's/auto lamps to shut off.

I wouldn't want HID headlamps running all the time. When HIDs are near the end of their lives, the color will change (purple, anyone?). Plus a new HID lamp, and eventually a new ballast would cost more.
DRL's are a lower wattage that the regular light... HID's would not work - the wattage is not adjustable.... on cars that use the regular headlights (non-HID) they limit the current so the bulb is not at full wattage (newer cars will pulse the voltage to lower the wattage of the stock bulbs - older cars use the highbeams in series so they are half wattage)
GM uses the turn signals on most of their new cars as DRL's....
from the pics i've seen the "fog lights" are using a bulb that looks like a turn signal bulb - probably why it is the DRL's
